Todos Santos pairs a genuine artist town, cobblestone streets, galleries, the famous Hotel California, with dramatic surf beaches and desert light. The Pacific here is wild and largely undeveloped, so a beach ceremony can be truly private, and the whole place runs quieter and cheaper than Cabo while keeping the same Baja scenery.
The honest tradeoff
The open Pacific at Todos Santos is powerful and often not for swimming, and it is a smaller town without Cabo's nightlife and luxury-resort density. If you want a big all-inclusive and a party, stay in Cabo. If you want character, desert-and-ocean drama, and room to breathe, Todos Santos is the better elopement.
